In 1945 it was 92 per cent of its pre-war le\'el but its regional distribution had changed dramatically. The issue facing Soviet policy-makers in 1945 was whether to continue the wartime distribution policy (which was also that announced by the Party in 1939) or whether to revert to the more westerly locations of the 1930s or to seek some compromise between these two positions. The nature of pre-war and wartime industrial policies determined the issues that were debated amongst Stalin's officials and colleagues during the last decade of his rule.
THE FORMATION AND IMPLEMENTATION OF INDUSTRIAL POLICY, 1945-53 The first major statement of post-war economic policy was to come with the Fourth Five Y car Plan. It was announced that preparations for it had begun in September 1945 and that it would be presented to the USSR Supreme Soviet for its (formal) approval early in 1946. In fact the plan, which was to cover the years 1946---50, had been the su~ject of debate and preparation long before the end of the war. As early as mid-1943 it was reasonably clear to the Soviet leaderhip and their advisers what their main policy problems would be in the post-war context.
That in practice tended to involve procuring and distributing goods for local firms and institutions rather than sending critical reports on them to Moscow. 47 The rest of this book will analyse the formation and implementation of policies in industry, agriculture, foreign affairs and culture matters. Throughout these chapters the emphasis will be on determining how far the ministries and the checking agencies tried to influence and succeeded in influencing policies and to what extent they did this in concert or in competition with one another.
