It is like requiring, for example, that before we accept a prediction about economic possibilities we want to know that the arithmetical calculations used in developing the prediction have been carried out correctly. In the ideal case, then, the scientist observes a certain group of phenomena that interests him and then comes up with a new concept which links all of these observations together, explains them in a simplified way.
