Two of the most vocal of them were John Garrett, head of Bristol Grammar School, and G. H. Bantock, a professor of education at Leicester. Immediately after the War Garrett used the columns of the TES to warn about the dangers of universal secondary schooling. For him it was not just that the wrong pupils were being admitted to the grammar schools (which was part of his belief system, as it was of many of his colleagues in the selective sector), but that many were unsuited to secondary education of any kind.
The bleak winter of 1947 brought the country to its knees; problems of supply meant that rationing continued in force until the early 1950s. As if this were not enough, the returning soldiery made their own contribution to the challenges confronting the education system by ensuring that in 1947 the birth rate reached an unprecedented level, forcing the planners to focus their attention on the supply of places, on the provision of temporary classrooms and making teacher supply an ongoing issue into the post-War era.
