Selective adoption of reforms is hardly an option when local educators are expected to show how any school improvement or professional development is expected to raise student achievement (as measured nearly exclusively by state test scores). As a result, the scope of school improvement and professional development activities has focused only on those areas that might have a direct and immediate impact on student achievement. Of course, the process of defining those areas is itself informed by theories about how students learn, whether all students can learn at high levels, and the purposes of schools.

When we engaged ourselves in the work of school reform by creating PDSs, we sought to leave behind the world of defining teaching outside of real school contexts. In arguing for a more limited role for standards, we do not seek to avoid accountability. Rather, working with fellow teacher educators and teaching scholars, school-based educators, and our teacher candidates, we seek to construct theories of teaching that promote high-level learning for all students. We believe that this goal is fundamental not only if we are to treat teachers as true professionals and improve our educational system, but also if we are to strengthen our democracy by educating all of our citizens for active participation in that democracy.
