26 August Pradetto The normative adaptations undertaken since have reflected new orientations and operational measures taken by German foreign and security policy in response to perceived new challenges. These adaptations nevertheless retained their roots in the normative and politico-cultural traditions of the former Federal Republic and were viewed by decision makers as new interpretations of existing premises brought about by changed circumstances and by Germany’s new role resulting from such changes, rather than as constituting a break with the past.
To the extent differences were noted, these constituted shifts of emphasis and modifications below the threshold of fundamental change. Such modifications were most apparent in the area of military security policy. During the nineties, one shift of emphasis in German foreign policy culture concerned European integration and EU enlargement. ” This led to a broadening of the foundations of Germany’s foreign policy culture centered on Europe. At the same time—beginning with the unilaterally pursued policy of recognition of the secessionist Yugoslavian republics of Slovenia and Croatia in 1991—a debate began on whether German foreign policy aimed at a European Germany or a German Europe.
The foreign policy culture of the Federal Republic of Germany The concept of political culture was developed originally by Gabriel A. 31 They understood political culture as being made up of a multitude of attitudes, values, and feelings that give the political process order and meaning; political culture is thus the subjective psychological dimension of politics. 32 Political culture thus legitimates foreign policy and determines the orientation of its actions. 33 Values are crucially important in this context, as they define goals and interests of a nation’s foreign policy.
