The social sciences playa number of multifaceted roles within the policymaking method. So various are those roles, certainly, that it really is futile to speak within the singular concerning the use of social technological know-how in policymaking, as though there have been one consistent courting among fastened and sturdy entities. in its place, to deal with this factor sensibly one needs to speak within the plural approximately makes use of of dif ferent modes of social clinical inquiry for other kinds of rules less than numerous conditions. now and again, the impression of social clinical learn is direct and tangible, and the relationship among the locate ings and the coverage is straightforward to work out. In different instances, maybe so much, its impression is indirect-one small piece in a bigger mosaic of politics, bargaining, and compromise. sometimes the findings of social clinical reports are explicitly drawn upon through policymakers within the formation, implementation, or evaluate of specific regulations. extra usually, the kinds and theoretical types of social technological know-how offer a basic heritage orientation during which policymakers concep tualize difficulties and body coverage thoughts. every now and then, the in fluence of social clinical paintings is cognitive and informational in nature; in different situations, policymakers use social technological know-how essentially for symbolic and political reasons with a purpose to le gitimate preestablished ambitions and methods. still, amid this range and diversity, troubling normal questions again and again arise.

One of the most striking things about the interpretive approach to social science is that it does not fit into this image at all. To many, the increasing popularity of this approach in recent years seems to be a regressive step, a sign that the social sciences remain in their preparadigm phase. If the Baconiqn image of science were correct and if it were possible for social science to have a method in the sense that image demands, then these fears would be well taken. Interpretive studies are not, in fact, replicable and cumulative.

Indeed, the interpretive reconstruction of practical reasoning also seems to be closer to the kinds of political, psychological, and sociological judgments that policymakers and most experienced policy analysts actually make. Like so many bourgeois gentilhommes who speak prose without knowing it, policymakers think in interpretive social scientific terms without calling their thoughts by that name. 13 The third and final basic feature of interpretive social science is that it stresses the notion of coherence in the explications it offers.

But there is no reason a priori why an interpretive analysis must show this. True, as I pointed out above, interpretive social science does look for coherence in the situations it studies and it does insist upon the proposition that no human situation is devoid of agency and meaning, but this does not preclude it from making negative judgments in certain circumstances. Indeed, in those cases such judgments are entailed by the interpretive approach's own humanistic ethical commitments. One may "make sense of" a despotic culture, but that does not make it any less despotic.
