The recommendations of the 1944 Fleming Report, that public schools should gradually be integrated into the state system, were quietly forgotten (Ministry of Education 1944). Certainly neither Prime Minister Clement Attlee nor subsequent Labour leader Hugh Gaitskell, both educated at public schools, showed interest in challenging the influence of these schools.
One area in which the demons of the right and left met was that of home background. The right could draw on a long tradition in western societies of explaining poverty, disadvantage and associated poor school performance with the working classes’ innate incapacities and feckless behaviour, perpetuating the Victorian view that urban slum conditions and the ineducability of slum children were the result of ‘stagnant pools of deteriorated men and women, incapable of work and demoralising their children’ (Webb 1926: 172).
